38TH FOUNDATION DAY & ANNUAL STATE LEVEL CONVENTION - 2024 SEMINAR ON “PUBLIC PROCUREMENT POLICY: UNLOCKING SC/ST AND WOMEN MSE’S POTENTIAL & GROWTH” ON 12TH AUGUST,2024 AT JAYADEV BHAWAN AUDITORIUM, BHUBANESWAR
On the occasion of Celebration of its Foundation Day as well as 38th Annual State level Convention on 12th August,2024 at Jayadev Bhawan Auditorium, Bhubaneswar, a State level Seminar on “PUBLIC PROCUREMENT POLICY: UNLOCKING SC/ST AND WOMEN MSE’S POTENTIAL & GROWTH was organized. The Convention as well as the as the Seminar was inaugurated by Shri Raghubar Das, Hon’ble Governor, Odisha. The Inaugural Ceremony was graced by Shri Gokulananda Mallik, Hon’ble Minister of State, MSME, Fisheries and Animal Resources Development, Odisha, Shri Sampad Chandra Swain, Hon’ble Minister of State, Industries, Skill Development and Technical Education, Odisha, Dr. Subhransu Sekhar Acharya, Chairman-cum-Managing Director, NSIC Ltd., Shri Hemant Sharma, IAS, Principal Secretary, Industries & MSME Department, Odisha and Shri P. K. Gupta, IEDS, Jt. Director & HOO, MSME DFO, Ministry of MSME, Govt. of India, Cuttack.
The Technical Session of the aforesaid Seminar was chaired by Shri P. K. Gupta, IEDS, Jt. Director & HOO, MSME-DFO, Cuttack. Mr. D. Chakraborty, In-charge, National SC / ST Hub, Bhubaneswar, Mr. Anil Kumar, Executive Director (MM), Rourkela Steel Plant, Mr. Digambar Pradhan, Dy. General Manager(IMM), Hindustan Aeronautic Ltd. Mr. Rashmi Ranjan Tripathy, Indian Oil Corporation Ltd., Dr. Anupam Gayen, Dy. General Manager, NSIC Ltd., Bhubaneswar, representative from Paradeep Phosphates Ltd. Mr. Sanjib Kumar Nayak, Dy. Materials Manager, Paradip Port were present during the Technical Session. All the representatives of the Mother Plants were elaborated in detail about the benefits and provisions specially kept for the SC/SC and women Entrepreneurs of Odisha. and participated in the deliberations. The representatives of the mother plants were informed about the support and facilities they are giving to the SC/ST entrepreneurs as well as women entrepreneurs as per the provision of Public Procurement Policy of Govt. of India. All mother plants are keen to extend support and cooperation but no eye catching venders from above sector are coming to be a Vendor. Most of the representatives of Mother plants intimated that, though there is provision in Public Procurement Policy for mandatory procurement from women & SC / ST entrepreneurs, but are not getting the benefit except few entrepreneurs. So, awareness programmes on various schemes of Central Govt. and Public Procurement policy as well as vendor registration system should be conducted for the SC / ST & women entrepreneurs in all parts of the State. Mr. D. Chakarborty, In-charge, NSSHO informed that, they are always trying to promote and development of SC/ST entrepreneurs and create more & more vendor through different awareness programmes still vigorous steps will be taken aware about the vendor development in Odisha.
The Session was attended by more than 300 MSME entrepreneurs out of which more than 50% were SC/ST and women entrepreneurs. The mother plants and large houses strongly proposed to get good SC/ST and women entrepreneurs to fill up their 4% target.
The representative from OASME intimated that, a Catalogue about the details of the products manufactured & services provided by its Women member Entrepreneurs have already been prepared and released by the Hon’ble Governor during the Inaugural Session. The same will be submitted to the CPSEs and Large industries which will help them to increase the Women Vendors. The Session was very successful and result oriented.
